How may policy convergence between Germany and the United Kingdom come about? This contribution seeks to offer some analytical explanations. It explores the real-world pressures for convergence for two medium-sized powers which are institutionally embedded within the European Union, whilst economically integrated into the global economy. Globalisation and Europeanisation are reviewed as ways of understanding the potential for convergence. However, detailed attention is directed onto the concept of policy transfer for explaining possible convergence. In particular, the discussion presents an institutionalist account of the opportunities for, and constraints upon, transfer between the two states. It argues that policy transfer facilitated by membership of the EU is likely to be the greatest dynamic behind policy convergence. (German Politics / FUB)

ABSTRACTThe analysis of European integration has tended to use a toolkit drawn from international relations. But since the revival of integration in the mid-1980s, the governance of the European Community and European Union has increasingly come to resemble that of a multi-tiered state. Accordingly, this article analyzes the governance of the European Union from a comparative public policy perspective. Using new or historical institutionalism, three levels are considered. In the first part, attention is focused on the EU's institutions and the available instruments of governance. The second part examines the analysis of governance at the policy-specific or sub-system level, and puts forward an approach based on governance regimes. The final part considers the institutional roots of the persistent, regulatory character of governance in the European Union.

Im Gegensatz zu anderen, weniger bedeutenden EG-Institutionen, deren Wirken bis ins kleinste untersucht worden ist, wurde der Europäische Rat von der wissenschaftlichen Analyse vernachlässigt. Deshalb wird die Arbeit dieses Gremiums in der vergangenen Dekade durchleuchtet mit der Fragestellung: Warum wurde der Rat geschaffen? Inwieweit hat er seine generelle Zielsetzung erfüllt? Wie gut hat er seine Funktionen wahrgenommen? Welcher Art war sein Einfluß? Für die Analyse wird ein spieltheoretischer Ansatz aus der Theorie der internationalen Wirtschaftskooperation herangezogen. Seit einiger Zeit zeigen die Regierungen Deutschlands und Großbritanniens wieder ein größeres Interesse an engeren bilateralen Beziehungen. Wenn beide Seiten die Dynamik, die mit dem Wechsel von Tony Blair zu Gordon Brown entstanden ist, noch für eine Vertiefung ihrer Zusammenarbeit in der Europapolitik nutzen wollen, müssen sie unverzüglich handeln. Ein Anreiz hierfür könnte die Tatsache sein, dass beide Länder offensichtlich mit dem derzeitigen Zustand ihrer bilateralen Beziehungen unzufrieden sind. Ein zweiter Beweggrund wäre, dass sich zwischen Berlin und London deutlich stilistische und substantielle Gemeinsamkeiten in der jeweiligen Europapolitik abzeichnen. Beide Motive sollten ausreichen, um die Hindernisse zu überwinden, die bisher eine engere Zusammenarbeit erschwert haben

The German and British governments have lately been making overtures at one another concerning the deepening of their bilateral cooperation in European affairs. If the two are indeed to capitalise upon Gordon Brown's political elevation, the available time frame is narrowing. The two countries' apparent dissatisfaction with their current battery of bilateral relations, and the increasing commonalities in their respective European policy agendas, might thereby appear to suffice as catalyst. In reality, the factors that previously inhibited cooperation would not necessarily be overcome. These factors, which render Britain more likely to defect from the putative bilateral cooperation than their German partners, are by no means insuperable
